[Skia] Improve global skia configuration

Reviewed by Adrian Perez de Castro and Carlos Garcia Campos.
This change improves the global configuration of skia.
Out of the global options available, so far it was confirmed only
improving the batching of path tessellator has a positive impact on
benchmarks both in the case of desktop-class and embedded-class
devices.
