[Swift GTK] Add ENABLE_BACK_FORWARD_LIST_SWIFT feature option for cmake

This adds a new feature to enable the Swift version of the WebBackForwardList
on cmake builds. It's a first step towards getting it to build successfully on
non-Apple platforms. More changes will be raised to actually make the build
work.
