[GTK][WPE] Bump SDK version from 2.53-v4-95ead24 -> 2.53-v5-3bdf4b8

This change makes the env vars DEBUGINFOD_URLS and PIP_BREAK_SYSTEM_PACKAGES
as part of the container rather than part of the user shell, so
those are also available on the SDK ephemeral container.
It also adds GNU Time to the base system that is used by the crash log
generator to show at the bottom of the crash logs stats about how much
resources GDB used (includes a MaxRSS entry).
