[GTK] Remove one unnecessary use of SET_AND_EXPOSE_TO_BUILD

ENABLE_BACK_FORWARD_LIST_SWIFT is a WebKit feature declared with
WEBKIT_OPTION_DEFINE, which already uses EXPOSE_VARIABLE_TO_BUILD.
