[WPE] Add a tutorial on how to create a browser with the WPE Platform

Replace the placeholder page with a complete walkthrough: a portable
default-display browser and a Wayland-pinned variant, the pkg-config
modules and build/run steps, and the WPEView/WPEToplevel lifecycle
including clean shutdown on the view's "closed" signal.
