[Xcode] WorkAround173516139.h module cache fix not applying in WebCore

Unreviewed build fix.
For the workaround introduced in https://commits.webkit.org/310724@main
to activate, projects need to be configured to use build rules for Copy
headers tasks. WebCore was not; fix it.
The other main framework targets all have this setting set already.
