[GStreamer][MSE] Minor fixes for AppendPipeline

(WebCore::AppendPipeline::parseDemuxerSrcPadCaps): Refactor an else clause.
(WebCore::AppendPipeline::appsinkNewSample): Pass the moved media sample
reference to
didReceiveSample.
(WebCore::createOptionalParserForFormat): Add string operator for comparison
with mediaType CStringView.
(WebCore::createOptionalEncoderForFormat): Ditto.
