[Skia] Re-enable damage in composition feature

Reviewed by Fujii Hironori.
Re-enable 'UseDamagingInformationForCompositing', since the performance
regressions are gone.
Also enable 'UnifyDamagedRegions' since it gives a small performance benefit on
rpi4 + MotionMark.
