[GLib] Add monado packages to system dependencies list

Reviewed by Adrian Perez de Castro.
This patch adds the packages 'monado-cli', 'monado-service' and
'libopenxr1-monado' to the APT dependencies list. All these packages are
available on the currently supported distributions, except for Debian 12.
Thus, the packages are guarded by 'aptIfExists'.
