[SwiftUI WebKit API] Build _WebKit_SwiftUI on watchOS and tvOS platforms

Enable WK_ENABLE_SWIFTUI on supported configurations.
UIViewRepresentable is not API on watchOS, so _UIViewRepresentable must be used.
