Improve alignment and overflow handling for appearance: base-select styling

This addresses several problems with overflow handling for base appearance:
1. We previously were only handling overflow correctly if <selectedcontent>
was present; now the rules also apply when we generate the selected content
implicitly, by addressing the wrapper with ::field-content.
2. In Firefox and Chrome, setting `text-overflow` on the <select> affects
the button text, and the CSSWG resolved to make that official in base
appearance by inheriting it through to ::field-content/selectedcontent.
3. We adopted select { align-items: center } in our initial styling, but
after some discussion, the CSSWG concluded that this should also set
'align-content', and that it should specify 'unsafe'. (This keyword has
no effect on flex layout, which it is, but it means it'll behave the
same way if the display is changed to block.)
5. Now that we can address the selected content with ::field-content, this
also switches us to use 'flex: 1' on the selected text, which gives a
better layout than using auto margins on '::picker-icon'.
It also adds a missing StaticCSSValuePool::init() call to the CSSParserContext,
since we rely on it now in HTMLSelectElement::didAddUserAgentShadowRoot().
