Guard MTLSharedTextureHandle category declaration for tvOS Simulator in
MetalSPI.h

MTLSharedTextureHandle isn't declared in Metal.h on the tvOS
Simulator SDK, but both MetalSPI.h files declare a private category
on it guarded only against watchOS, breaking the public tvOS
Simulator 27 SDK build. Extended the guard to also exclude tvOS
Simulator specifically.
Verified with a full local build against the public tvOS Simulator
27 SDK: no errors.
