[Site Isolation] Suppress scroll position updates from main frame

Reviewed by Mike Wyrzykowski.
This suppresses broadcasting the FrameViewportInfo update (which changes with
the scroll position)
from the main frame if all remote frames are offscreen for consecutive
rendering updates.
The theory here is that while a remote frame is offscreen, the exact scroll
position and layout
viewport of the main frame shouldn't matter:
- IntersectionObserver should continue reporting no intersection
- Tile coverage and exposedContentRect should still compute zero tile coverage
- Offscreen throttling via windowClipRect should continue to throttle
