ANGLE: Build WebGPU backend if ENABLE_WEBGL_WEBGPU is passed to build

Build ANGLE WebGPU backend:
build-webkit --cmake --debug --cmakeargs="-DENABLE_WEBGL_WEBGPU=ON"
Or:
echo "ENABLE_WEBGL_WEBGPU = YES" >> LocalOverrides.xcconfig
make debug
Only builds the backend and links with empty WebGPU integration.
Tests can be run once WebGPU.framework is fixed enough.
Browser can run once proc table is filled with the IPC implementation.
