[AXCustomColorMode] Decide whether an SVG image is changed per use rather
than once at load

An SVG loaded through <img> renders in its own isolated Page shared by every
use of the file, so
whether its contents are changed is decided once for the whole resource and
cannot vary between
uses. Carry the decision on SVGImage::ContainerContext so each use answers for
itself from the
renderer being drawn, falling back to the resource-wide value for draws with no
container context.
