Disable mutation events by default in layout tests

MutationEventsEnabled was a testable preference, so our test runners enabled it
even though Safari ships with it disabled. Make it an embedder preference and
have its default treat the test runners like Safari. Tests that exist to
exercise mutation events now opt in with MutationEventsEnabled=true, and the
web-platform-tests special case in TestFeatures.cpp can go.
The four <tref> tests opt in as well, because <tref> depends on mutation
events, see bug 325357.
fast/parser/legacy-select-parsing.html now also turns off
HTMLEnhancedSelectEnabled,
as enhanced select without enhanced parsing is not a supported configuration.
Tests that assumed MutationEvent is exposed on window are updated accordingly.
