  WPT export should not use the bug URL in the commit subject (title)

Keep the pull request title as "WebKit export of <bug URL>", as that is how
wpt-pr-bot identifies WebKit exports and approves them once the WebKit change
lands. --message no longer affects it.

And derive the commit message from the WebKit commit. Keep its title and
description, turn the bugs and canonical link into WebKit-Bug and
WebKit-Canonical-Link trailers, and keep any Co-authored-by trailers. Drop
Radar links, the reviewer line (exports usually happen before review), the
Tests: list, and the list of changed files, and make paths under
LayoutTests/imported/w3c/web-platform-tests/ relative to WPT.

Also commit as the author of the WebKit commit (as requested by bug 274079).

Include the commit message in the pull request body, in an escaped <pre> as
git-webkit does, so CSS at-rules such as @container do not become mentions.
Also print it with --dry-run.
