Reorder BuilderState members to remove 16 bytes of padding

BuilderState interleaved small members between pointer- and Vector-sized
ones, so the compiler inserted interior alignment padding: the 4-byte
LinkMatchMask sat between two 8-byte pointers, and a bool sat before an
8-byte-aligned Vector.
Group the two pointers and the Vector together and move LinkMatchMask and
the four bools into a single packed tail, shrinking the affected member run
from 56 to 40 bytes. Pure layout change: the constructor initializer list is
untouched and the moved members use default initializers, so no -Wreorder
impact.
