  [Site Isolation] dataTransfer.types is empty during dragover in a cross-site 
iframe

Under Site Isolation, dragenter and dragover over a cross-site iframe are 
forwarded to the iframe's process, but
only the main frame's process is granted access to the drag pasteboard's types. 
The iframe sees an empty
dataTransfer.types, so drop zones that only accept drags containing "Files" 
refuse the drop.

When performDragControllerAction forwards the drag to a frame, grant that 
frame's process access to the pasteboard
types, as propagateDragAndDrop already does for the drop.
