[LBSE] A SMIL animated 'viewBox' has no effect on the outermost <svg> element

<set attributeName="viewBox"> had no effect on the outermost <svg> element in
LBSE, while the legacy SVG engine applies it just fine.
hasTransformRelatedAttributes() checked whether the x/y/viewBox attributes are
present. However, a SMIL animation never changes the attribute itself, so the
viewBox transformation was never applied. Check the current values instead,
which include the animated ones. A zero x/y and an empty viewBox lead to an
identity transformation, so they no longer create a layer, which changes
the expectations below.
Fixes svg/stroke/animated-non-scaling-stroke.html on LBSE.
