Remove StringView::fromLatin1(std::span<const Latin1Character>)

Reviewed by Darin Adler.
This overload only forwards to the StringView(std::span<const Latin1Character>)
constructor, so callers can use the constructor directly.
Also add a StringView(const ASCIICString&) constructor. ASCII characters are
valid Latin-1, so callers no longer need to byteCast an ASCIICString's span to
construct a StringView.
