  [CMake] Unify _WebKit_SwiftUI and WebKit.swiftmodule configuration

Unify the macOS and iOS-family logic that stages
WebKit.framework/Modules content and describes the _WebKit_SwiftUI
target. For organization, move _WebKit_SwiftUI to a list file in its own
subdirectory, _WebKit_SwiftUI/CMakeLists.txt.

Swift availability macros are generated once for every SDK, into a
response file shared by WebKit, WebKitSwift and _WebKit_SwiftUI.

Clean up a bunch of cruft:

- Remove swiftc flags from the iOS branch that are no longer needed;
  only the SPI search path is platform-specific now.
- Stop generating a VFS overlay that maps JavaScriptCore's module. It's
  not needed, likely not since we started building our targets into real
  framework bundles.
- Remove iOS-specific logic for finding libwebrtc; also unnecessary.

* Source/WebKit/PlatformCocoa.cmake:
* Source/WebKit/_WebKit_SwiftUI/CMakeLists.txt: Added.
* Tools/TestWebKitAPI/PlatformCocoa.cmake: Follow the rename of
WebKit_StageSwiftModuleMac to WebKit_StageSwiftModule.
