[JSC] Do not run simplifyCFG fix-point iteration in B3

Reviewed by Yijia Huang.
We can cover almost all simplification of CFG without fix-point iteration.
We apply Air::simplifyCFG's extension to B3's simplifyCFG, which makes
simplification done well in the single iteration.
