Download delegate callbacks are called twice for apps that get them on the
network thread

callOnDelegateThread() called the function synchronously when
shouldCallOnNetworkThread() returned true, then also posted it to the main
thread, so the delegate callback ran twice. Return after the synchronous
call, like callOnDelegateThreadAndWait() does.
