[GTK][WPE] Refactor filter surface bounds computation into a helper

Move the filter surface bounds computation out of paintWithFilterAndMask()
into a new helper: filterSourceBounds(). Prepare for a follow-up patch that
wants to use the same functionality for backdrop-filter + damage as well.
No change in behavior, thus no new tests.
