[WPE][ARM64] Build failure after 322222@main

After 322222@main, the bot 'WPE-Linux-RPi4-64bits-Mesa-Release-Perf-Build' fails
with the following error:
NetworkCache.cpp:719:44: error: no matching member function for call to
'emplace'
note: requirement
'is_constructible_v<WebKit::NetworkCache::Cache::CompressionDictionaryIndexPopulation>'
was not satisfied
Give 'CompressionDictionaryIndexPopulation' an explicit constructor to
avoid build error.
