ResourceResponseBase constructor copies proxyName instead of moving it

The ResourceResponseBase(ResourceResponseData&&) constructor moves every
other String and map member out of the rvalue `data`, but m_proxyName was
still copy-initialized from data->proxyName. The sibling m_certificateInfo
copy was already fixed; this one was missed. Move it to match.
