[scroll-animations] WPT test
`scroll-animations/css/animation-inactive-outside-range-test.html` is a flaky
failure

It appears that setting `0.f` as the value for a `CAPresentationModifier`
targeting
the `opacity` key path may not correctly reset a previous value on the
modifier, which
led this test to sometime present green dots (opacity=1) instead of transparent
dots,
even though all the animation internal states in the remote layer tree were in
sync
with the scroll position changes.
