[CMake] Wrong macOS deployment target when using SDK older than the system

The default deployment target should be `min(host OS version, SDK version)`.
Right now, it just uses the host OS version. So, building with an SDK
that's older than the host usually fails.
Fix by matching the semantics we have in Xcode.
