DOMException and QuotaExceededError should be exposed everywhere

Web IDL defines DOMException and QuotaExceededError as [Exposed=*], but
WebKit only exposed them in windows and workers. Expose them in
AudioWorkletGlobalScope and PaintWorkletGlobalScope too.
Since 323229@main, deserialization checks the [Exposed] values of these
interfaces, so they can now also be posted to an AudioWorkletProcessor.
