[Site Isolation] Web Inspector: Elements shows an empty DOM for a
cross-origin iframe after reload or dynamic insertion

Each frame-target navigation sent DOM.documentUpdated twice, first for the null
document that
FrameLoader::clear() sets. The frontend then spliced whichever DOM.getDocument
reply arrived first,
often the stale one, so Elements showed a partial tree.
FrameDOMAgent still unbinds the old document when the null one arrives, but
reports only the new one.
DOMManager drops superseded getDocument replies.
