[CMake] Pass -disable-round-trip-debug-types to Swift, as Xcode does

323131@main added -Xfrontend -disable-round-trip-debug-types to
OTHER_SWIFT_FLAGS in
CommonBase.xcconfig to work around a Swift debug-info crash on a captured
mutable
variable of a namespaced C++ type such as IPC.Connection (rdar://189511928),
but not
to the CMake build. Since 323222@main the Windows Debug build, whose Swift
toolchain
has assertions enabled, aborts compiling
WebBackForwardListMessageReceiver.swift:
Abort: function getMangledName at swift\lib\IRGen\IRGenDebugInfo.cpp:1098
Failed to reconstruct type for $sSo3IPCO10ConnectionVz_XxD
Mirror the Xcode flag in the global CMake Swift flags.
