Suppress unsafe cast warnings in GenericTimeMixin.h

Suppress memory unsafe cast safer C++ static analyzer warnings in
GenericTimeMixin.
Since GenericTimeMixin uses CRTP with DerivedType, these casts are safe.
No new tests since there should be no behavioral changes.
