Remove the deprecated CSSPropertyFoo constants

Reviewed by Sam Weinig.
All call sites now use CSSPropertyID::Foo, so stop generating the
`CSSPropertyFoo` constants. Also remove the runtime/css_property_id style
check, since the compiler now rejects the old names.
