Use CSSValueID::Foo instead of legacy CSSValueFoo constants outside of css/
and style/

Mechanical rename of the legacy CSSValueFoo constants to CSSValueID::Foo in
Source/WebCore (excluding css/ and style/), Source/WebKit and TestWebKitAPI,
as a follow-up to the conversion of CSSValueID to an enum class. No behavior
change.
