Let DisplayBufferDisplayDelegate take an orientation and a contents format

DisplayBufferDisplayDelegate is only used by WebGL, so it always reports a
bottom-up orientation and never sets a contents format. Make both
configurable, so that other display buffers, such as those of 2D canvases,
can use it too.
WebGL passes BottomUp and no format, so its behavior is unchanged.
