Avoid full style recalc when only the display refresh rate changes

Page::windowScreenDidChange() invalidated style in all frames even when only
the nominal frames per
second changed. Style depends on the display but not on its refresh rate, so
only recalc style when
the display ID changes.
~2% warm PLT improvement.
