[Gardening] [iOS27] Skip timing-out TestWebKitAPI.TextExtractionTests

Unreviewed test gardening
The TextExtractionTests cluster hangs on iOS 27 Simulator (33s timeout
each). Running them under [ Timeout ] still pays the full hang cost
every build. Switch to [ Skip ] and add 8 cross-platform entries that
also fail on iOS27 but were only gardened for GoldenGate.
