[JSC] Keep SourceCodeCache if it was touched in the last full GC-cycle

We are clearing SourceCodeCache too aggressively even while we are
parsing a new code from the same SourceCodeProvider still. This patch
keeps SourceCodeCache if we used it in the last full GC-cycle. So once
nobody uses it in the entire full GC-cycle, it will be dropped.
