[list-marker] Outside marker content is misplaced in vertical writing modes

In vertical writing modes inline layout centers the marker box on the
line's central baseline using the marker's own logical height, but
RenderListOutsideMarker::layoutContentContainer() offsets the content box
by the primary font's central ascent instead, so the content's baseline
misses the line's by half the difference between the two heights. A
content marker's box is as tall as its line, which puts it 1px off on
GTK/WPE; a list-style-type marker's box uses the rounded font height, which
puts it half a pixel off on Cocoa, where font metrics are fractional. The
fuzzy tag added in 323582@main only covered the latter.
Center the content box on the marker instead, and drop the fuzzy tag.
