-----------
REGRESSION(322535@main): scrolling in Orb platter makes fixed content move
all over the place
https://bugs.webkit.org/show_bug.cgi?id=327536
rdar://189993949
Reviewed by Simon Fraser.
Install the UI process's scrolled-contents position override only while it owns
that position,
not on every commit at non-unity scale, so the scrolling thread keeps fixed
elements in sync
during scrolls.
