[css-fonts] Parse <meta name="text-scale"> behind a feature flag

CSS Fonts 5 lets a page opt in to the user's preferred text size with
<meta name="text-scale" content="scale">:
https://drafts.csswg.org/css-fonts-5/#text-scale-meta
This is the first step and only records the mode on Document. Nothing reads it
yet besides Internals.
