Add the Apple Pay reference session feature flag and preference

Adds ENABLE(APPLE_PAY_REFERENCE_SESSION), conditioned on ENABLE(APPLE_PAY) and
limited to iOS for now, and the ApplePayReferenceSessionEnabled preference. The
flag is declared to CMake next to the other Apple Pay flags. The preference is
unstable, so it is off by default, and a shared preference for the web process,
so that IPC messages can be gated on it. Nothing reads either yet, so there is
no change in behaviour.
