I think this is a great idea.

As far as how to do this, prompted by the Leopard -> Snow Leopard
switch (which is causing lots of pixel baselines to be updated), I've
been working on a tool to make it easier to do such mass rebaselines.
I've documented it here:
https://trac.webkit.org/wiki/RebaselineServer. It seems that something
like this (that perhaps shows image output even if there were no image
diffs, to help understand the text version of the render tree) could
help.

For organizing, it seems like diving things up by directory with a
wiki/spreadsheet where people can claim a directory to update might be
an option?
