GIF has limitations and MNG is almost inherently broken. To support it though, you need to make sure the patch is very clean. We can't be sure Chrome or Safari will want to enable it, and for Qt we can't control it (depends on the system libpng version after all). So the patch will probably need to extra clean and nice to convince everybody it will not be a maintenance burden later.
