It is quite impossible to say in advance with WebKit. Hundreds of people work on various things, it is impossible to predict what will be done next. There is no central authority in WebKit, it is a distributed project.
We are looking into a way to make it easier to find what is being developed. For features where no contributor made any patch, it is impossible to know if anyone will volunteer to implement it.
If you want to start working on Service Workers in WebKit, go for it. I don't think that will conflicts with any other ongoing project.
