I got this figured out. It was due to the license issue with 5.3.1.

I have gotten tomcat running successfully and everything else
except for launching the WO app. I have done a SSDD deployment of
the Wo app and copied the directory to the right location and it
seems to pull it up, but I get a " HTTP Status 503 - Servlet
WOServletAdaptor is currently unavailable" error. Does anybody know
a clear way to deploy to Windows. It seems I am very close.
Although not working on it everyday, I have attempted a few
different things over the course of a month to no avail.
