Try increasing the log level and see if there is any more info. My first guess would be that it has something to do with the DNS not resolving properly.

Yes, it does look like a timeout. Was anything else affected by the power outage? Were there any firewall / network changes as a result of this or done at the same time?

I recall a problem something like this once when the FrontBase plugin referenced an external DTD in its plist and the machine it was running on did not have firewall access for outgoing requests.
