I am not sure, you need a deployment licence to deploy WebObjects applications so you need Mac OS X server (the license is bundled with it). But WebObjects Development is now bundled with XCode which is free with Tiger.

Btw, this text is not available on the apple.com (US) and apple.com/ fr (FR) sites. This page is maybe outdated, it still mentions Mac OS 10.3 ...

Outdated, I think, as it is the same OS X license on Xserve cluster node than on Xserve (the difference is that cluster node could'nt have some hardware extentions).
