AFAIK, launchd does away with dependencies. It's been a while since
I read the documentation, but I seem to recall that Apple now
requires the services themselves to handle dependencies gracefully.

Looking at my config files for something else...
Ah.
We use SystemStarter (/Library/StartupItems) to tell launchctl to
load a launchd config file. I suppose you could also create a startup
item that would kill wotaskd/womonitor after the network has booted
so that launchd will then restart it.
Though all this is yet another reason why we don't use wotaskd/
womonitor.
